Nine Charged After Sex Sting at Shelby County Park; Newspaper Editor Resigns
SIDNEY -- Nine men were arrested Tuesday after a sting at a Shelby County park.
Among those arrested was Jeffrey Billiel, 69, of Sidney. Billiel was the news editor of the Sidney Daily News. According to the paper, he resigned following his arrest.
According to the paper, Billiel had worked for the Daily News for 41 years.
Billiel faces one count of public indecency after policy say surveillance video captured him involved in sexual activity with a male in the parking lot.
Also arrested were David Scott Stone, 47, of Vandalia and Michael Perando, 55, of Piqua. Both men face two counts of public indecency, one after video surveillance showed them engaging in sex with a male in the park and another incident during which each man was exposing himself at the park.
Police say Stone is employed as a supervisory gate agent at Dayton International Airport and Perando is a former City of Piqua Parks board member.
Also facing public indecency charges are: Gerry Drees, 53, of Russia, a volunteer firefighter; Joshua Taylor, 29, of Piqua; George Treon, 72, of Versailles; Dennis Baldwin, 64, of Arcanum; James Miller, 52, of Bradford and David Murray, 51, of Sidney.
To the people who live across the street, it's no secret Lockington Dam Park for years has been known as the place men go to perform sexual acts on each other.
"One time when I was little me and my cousin went up there and threw a rock at the bathroom and 12 guys just came out from inside the bathroom," said Adam Bingham who lives across the street. "They were all older guys."
After neighbor complaints and noticeable ads on Craigslist, Shelby County Sheriff's deputies set up video cameras and license plate readers to see exactly who comes to the meeting spot.
"You always see late night cars going up and down and they will just sit and park on the dam they will be up there for hours," said wife Layla Bingham.
In the last two months, they saw the same couple dozen cars, No women, no children just men. Police have set up several sex stings in the past, but none as in-depth as this. The public indecency charge is a third degree misdemeanor punishable by up to 60 days in jail and a $500 fine.
"They need to do something because obviously the fines aren't working it's not scaring people to stop doing it," said Layla. "I think they should just close it off it's not going to stop. It's been going on for so long you have kids around here especially our daughter we don't want her to have to see that."
And that's exactly what the Sheriff's office wants to do, since they don't have the personnel to monitor it 24/7.
"The area is a beautiful area. If Boy Scouts or some other group wants to use it, our suggestion to the park board is to use it by permit only," said Shelby County Sheriff John Lenhart. The activity that was going on in the area is not good for Public Safety it's not good for public health."
People have actually tried to clean up the park by spray-painted over some of the text in the bathroom.
