Douglas Carter Sentenced to Prison for Theft From Development Center

DAYTON -- The former business administrator for the Montgomery Development Center has been sentenced to four years in prison and ordered to repay $440,436.33 he stole while in office.

Douglas Carter, 46, was indicted in February on 15 counts of theft. Carter was supposed to manage the money, meant to help care for the disabled adults, instead the indictment says Carter deposited hundreds of thousands into his own account over a span of three years, from August 2009 to March 2012.

“He bought an engagement ring, he took a trip to Miami, Florida, he bought two different new cars and even spent $7500 on liposuction for himself” said Jon Marshall, Assistant Prosecuting Attorney. "He admitted his guilt, and the court imposed a just sentenced. We are satisfied with the sentence, giving the amount of money he stole and the amount of trust he betrayed.

Friday, at Carter's sentencing, he apologized for committing the crimes and scheming taxpayers for hundreds of thousands of dollars.

"I want to use this to make myself a better person to be put into society," said Carter.

The crimes came to light, when a credit union noticed Carter's high - end purchases. He also forged his signatures on a number of different documents. Officials with Montgomery County Developmental Center say because of this crime, it's now revamping its processes.

"We do understand that it's our responsibility to improve processes and ensure that theft does not occur in the future,' said Nancy Banks, Superintendent of the Montgomery County Developmental Center.

“The real loss is to taxpayer funds which then have to be replaced and the taxpayers have to foot the bill for Carter, and for the money he stole” said Ward Barrentine, Assistant Prosecuting Attorney. "Take this as a lesson, if you steal from taxpayers, if you steal from the disabled, some agency will discover that theft and we will prosecute the people to the fullest extent of the law.

Carter will have to repay the full amount he stole. As a start, prosecutors plan to use his retirement account, but that only totals $38,000.
