SPECIAL REPORT: Funding Our Children's Future
SPECIAL REPORT -- In Beavercreek, drivers saw signs up all around town supporting a school levy, but it failed again.

"Communities should support their schools. The public schools reflect what's going on in the community," said Susan Grinkemeyer, whose daughter is in the 8th grade. She's tired of levy after levy failing in Beavercreek, taking away teachers and staff, high school busing, key programs. The list goes on.

"They don't get the same money from the state, nor do we have a lot of city taxes to support them, so ... " said Grinkemeyer.

It's how Ohio's school funding formula works: each district gets federal and state tax dollars; but the wealthier the district the less they get.

The rest comes from local property taxes. When that's not enough, a levy goes on the ballot; and in many communities, they continuously fail.

In Burlington Massachusetts, Mrs. Laurie Hewitt's voice projects loudly over her 6th grade classroom. She can be heard through a microphone around her neck, so students can't miss a beat as she instructs them while using iPads for a language arts assignment.

"It's all new, but it's exciting at the same time. We can learn some new tricks to put in our teaching bag," said Hewitt.

The students in the Boston suburb are learning poetry; taking old stories and giving them a current events twist -- an old skill with a new, practical application.

"I feel really lucky," said Hewitt with a big grin. "I love my job."

Mrs. Hewitt teaches in a state that is praised as a model for education in our country. But it wasn't always this way. It was funded much like Ohio, until 1993, when Massachusetts businesses said the state needed to do better, they needed smarter kids. And that's exactly what they got: some of the highest test scores in the country.

The focus in Burlington, as well as other districts in Massachusetts, is on the everyday application of skills and then the state testing just falls into place.

"The standardized test is the floor, not the ceiling, for what we're trying to do. It's great that we have these every so often to maybe measure ourselves against how other people are doing, but I think unfortunately, what's been happening is, even when schools are putting in technology: it's becoming test prep," said Patrick Larkin, the Assistant Superintendent of schools in Burlington.

There is no denying property taxes in Massachusetts are high. So school leaders know better than to ask voters for more money through levies. So in 1993, they implemented an overall property tax, which forced local businesses to also pay for public schools.

"Jobs that require strong education, strong preparation. So the business community had a very tangible stake in whether or not we aimed high and supported a high quality program of study for students," said Mitchell Chester, the Massachusetts Education Commissioner. He came from Ohio, so he knows our problem here well.

Each school district in Massachusetts gets what's known as a "foundation budget," it is a guaranteed amount from the state based on demographics.

The state of Michigan faced many of our school funding problems.

"The only perfect funding model is adequate funding," said David Martell, with the Michigan School Business officials.

But in 1994, the system changed. Business, income, and sales tax fund schools. There are still levy votes, but they're only every three years. Those Levies are almost always approved, because if they're not, then the district doesn't get the match of state funding. While it is a proven system, Michigan's model proved not to be recession-proof.

"Sales tax goes down when people don't have money to spend and income tax goes down when they're laid off. So we saw a big change in the way schools had consistent funding," said Martell.

It's a perfect example of how hard it is to get this funding formula right. Massachusetts and Michigan are just two models that we could look at applying here in Ohio. Taxpayers, teachers, students, and of course parents are all waiting in anticipation.

"It would be very challenging, but I think that as a statewide community, certainly, that lawmakers have a responsibility to make sure that all children get educated well," said Grinkemeyer.

Until lawmakers come up with a new, improved system; we'll continue seeing more failed levies.SPECIAL REPORT: Funding Our Children's Future
