Waste Watch: Property Tax Problems
WASTE WATCH -- Montgomery County is owed millions of dollars in delinquent property taxes. That’s money that could be going to your child's school, local parks and roads.

The Montgomery County Treasurer’s Office is where a lot of people will be lining up to pay, between now and Friday’s property tax payment deadline.

“If each person met their obligation, it would be a better place to live,” said Treasurer, Carolyn Rice.

Montgomery County collects about 94 percent of all taxes.  But it's the 6 percent of property owners who haven't paid that all together owe the county about $107,000,000 in back taxes.

“Schools and things like that end up suffering, so it's very disappointing,” said homeowner Casey Denlinger.

“The county that is owed the money should be finding these people and should be able to,” said Dave Schaeffer.

But the treasurer says finding the delinquent property owners isn't that easy because many are owned by companies that have collapsed.

The worst offender is J.V. Properties and Bert Green, supposedly based in Akron. The company owes the county $6,457,354 for several sites, including a huge chunk of land where the Dayton Tire Co. used to be.  J.V. Properties has been delinquent since the 1980s.

“It can be very difficult to find them and we only have limited resources.  We don't have unlimited time to chase down the taxpayers so we try and concentrate on where we can have the most success. But we never give up on any property,” Rice said.

We tried to track down J.V. Properties ourselves and found no website, no phone number, basically no record at all that it exists.

Number 2 on the delinquent list is a beat up hotel on Needmore Road.  Back taxes for the property total $1,032,691 owed by the Dayton Lodge Liability Company.

Not far behind, at $1,032,691 delinquent, is CHOA Dayton LLC, the owner of the Ramada Plaza on Wagner Ford Road.

The hotel said there wasn't anyone around to comment about all the back property taxes that it owes, however it’s still accepting guests, and their money. Yet the owners haven't paid property taxes since 2008.

“I'll never give up on a single penny, but realistically there are taxes that will never be collected,” Rice said.

The Treasurer's Office instead focuses on businesses and families that want to pay, but are struggling. The office is working with them to set up payment plans in an effort to recover at least some of the $107 million owed.
