WASTE WATCH: Cost Of Issue 2 This Election

MONTGOMERY COUNTY -- Counties across the state are forced to spend thousands of your tax dollars on extra paper. An ABC 22/FOX 45 Waste Watch investigation revealed Tuesday that absentee ballots are costing significantly more than expected this year.

Until a few weeks ago, most Ohio precincts were able to fit all the candidates, issues and levies on a ballot that was just one piece of paper.  But a dispute over the wording in Issue 2 changed that, and your tax dollars are paying for it.

“I would estimate it's probably over a million dollars,” said Montgomery County Board of Elections Deputy Director Steve Harsman.

Harsman estimates counties statewide are spending more than a million of your tax dollars combined on a multi-page ballot to accommodate a newly approved, and much longer, summary of Issue 2.

“They could have had a smaller summary.  There was some recommended language that was submitted to the Ballot Board that would have not gone to a two-page ballot.  So there's plenty of blame to share,” Harsman said.

Issue 2 is the statewide redistricting amendment that would create a commission to re-draw the state’s legislative and congressional district maps. A judge ordered the Ballot Board to write a new summary last month after the Issue 2 Committee voiced concern with the original wording. The end result is a two-page ballot in most Ohio precincts.  Trotwood and Germantown have three-page absentee ballots.

“I was like three pieces of paper?  It was a bit much,” said Shotan Sullivan of Trotwood.

“I don't know if they get any extra points or money for this but do they really need to make something more complicated than what it already is?” said Jayson Finfrock of Dayton.

Montgomery County estimates the multi-page ballot is going to cost the Board of Elections at least an additional $125,000 this election.  That’s money that wasn't in the budget.

“It was a huge impact to our process and our budget,” Harsman said.

Clark County expects to spend an additional $25,000 on the longer ballot. Greene County estimates spending $15,000 more of your tax dollars, all for a single issue.

“It's like they're putting the words together, all of it together, and it’s just too much,” Sullivan said.

The Montgomery County Board of Elections says it's notified the County Commission about the sudden budget shortfall. By law, the Commission is required to pay for the expenditure.WASTE WATCH: Cost Of Issue 2 This Election
